Born, April 14th, 1889, at St. Andrews, Charlotte County, N.B. Of Scottish-Irish ancestry. Son of Melville Norman Cockburn, K.C., Judge of Probate, and his wife, Katie Shaw.
Educated at the Charlotte County Grammar School; the Univ. of N.B., graduating with the Degree of B.A. in 1912; and at Kings College Law School, Halifax, Nova Scotia, graduating with the Degree of L.L.B. in 1915. Was admitted to the Bar of N.B., as an Attorney, Nov. 11th, 1915, and as a Barrister, Nov. 15th, 1916.
Located at St. Stephen, Charlotte Co., N.B., and engaged in the practice of his profession. Was Solicitor for the St. Croix Pulp and Pater Co.; the Sprague Falls Manufacturing Co., Woodland, Maine; and the Bank of Montreal, St. Stephen. Was a Director of the Canadian Dexter Co., Campobello, N.B.
Served on the St. Stephen Town Council as an Alderman, and was Mayor of the Town of St. Stephen, 1929-1930. Was Clerk of the Charlotte County and Circuit Court for many years. Was a member of several fraternal and social organizations.
Served Overseas in the First Great War with the 3rd Canadian Siege Battery.
Married, November 16th, 1929, to Miss Bessie Lillian Dinsmore, daughter of WA. Dinsmore, Esq., St. Stephen, N.B. By this marriage there was a family of one son.
First elected to the House of Assembly of N.B., as one of the members for Charlotte County, at the G.E. of June 19th, 1930, and sat that legislature until its dissolution in 1935. At the G.E. of June 27th, 1935, he was defeated, and subsequently retired from active political life.
At the opening Session, February 25th, 1932, he was chosen to move the Address in Reply to the Speech from the Throne.
On June 1st, 1933, he was sworn in a member of the Executive Council of N.B., and received the appointment of Pres. Of the Executive Council, and Minister without Portfolio in the Adm. Of the Hon. L.P.D. Tilley (g.v.). He held this appointment until July 12th, 1935, when the Tilley Administration resigned following its defeat at the G.E. of that year.
He died, April 21st, 1957, at St. Stephen, N.B. aged sixty-eight years. Buried in the St. Stephen Rural Cemetery. Survived by his widow and one son.
